In a mixing bowl, combine all the ingredients for the cookies except for the chocolate chips.
Fold the chocolate chips into the batter once it is smooth.
Form the batter into 32 one inch balls of dough, and flatten slightly with the palm of your hands.
Place the cookies onto a parchment lined baking sheet, and bake for 10 minutes. Allow to cool to room temperature.
Combine the ingredients for the icing in a food processor, and blend until smooth.
Turn one cookie upside down, and spread a layer of icing onto it.
Add another cookie on top to form a sandwich.
Continue to repeat steps 7 and 8 until you have created 16 cookie sandwiches.
