Brown the beef completely in a skillet on the stove over medium high heat, and drain off any excess fat.
Place the beef in a large mixing bowl with the cream cheese, green onions, jalapeno, garlic powder and salt and pepper to taste. Stir to combine well.
Place the cheese into the shape of 8 circles on a parchment lined baking sheet. Be sure to leave some room between each circle of cheese, as they will expand when baking.
Bake the cheese for 10 minutes, or until the edges begin to brown and it takes on a lacelike appearance.
Let the cheese cool for just a minute or two, and then place a line of filling down the center of each cheese circle.
Roll the cheese up around the filling to form taquitos.
Let the taquitos sit for several minutes so the cheese can harden and then serve.
