In a pot on the stove over medium heat, melt the cream cheese.
Add the minced garlic to the pot, and whisk to combine until completely combined.
Whisk the heavy whipping cream and the chicken broth into the pot on the stove, and cook down until the mixture has thickened. Add salt and pepper to taste.
Place a layer of the sauce into the bottom of a 9x9 casserole dish lined with olive oil.
Add the sliced onions and peppers, sliced and halved zucchini, spinach and chopped tomato to a large mixing bowl.
Pour ¼ cup of the sauce over the vegetables, and mix to combine.
Press the vegetables down into the casserole dish on top of the layer of sauce.
Lay 16 pieces of pepperoni over the vegetables.
Sprinkle a layer of cheese over the pepperoni.
Add the remaining sauce to the top of the cheese.
Sprinkle the remaining cheese on the top of the mixture.
Place the parmesan cheese on top.
Bake the crustless pizza for 20-25 minutes until browned and bubbling on top.
